The crime-solving adventure inBaldur’s Gate 3continues as you enter the Lower City after solving the Open Hand Temple murders. With no help from your fellow investigators, you’ll have to break out all the stops to crack the case and, if you’re capable, prevent any more murders.
Of course, it doesn’t help that you’ll be facing down the dangerous Orin and her army of Doppelgangers. As you search the city for the culprits and uncover a dark plot, who will you be able to trust? And what’s up with all these random clown parts?

How To Find Devella
Devella can be found in theLower City. This will require you somehow making itpast the Wyrm’s Rock Fortressby any of these methods or more creative means:
After entering the lower city, head straight and enter the second building on your right:Elfsong Tavern. If you have not gotten rid of your Guardian, they’ll point it out to you. Enter the tavern andventure upstairs. Go down the hall and enter thedoor at the enddirectly ahead.

Speak with Devellainside and tell her that Valeria sent you. Agree with her ideas on the Bhaal plot and show her any evidence you have, especially the list.
For an added bonus, you can alsoagree to try and save all the nameson the list of the Lower City while she takes care of those in the Upper City.

Before leaving this room, walk into thecorner beside the bottles and mirror. On a passive Perception check, you’ll highlight abottleon the back rack to reveal poison. Take it. Finding this will give you advantage on one of the checks needed to save a target.
How To Save The Lower City Targets
There arethree living targetsyou can try your hand at saving at first and one dead target with some valuable merchandise you might want to get your hands on:
If youfail to stop the Doppelgangersthe first time, two more targets will be addedto the list:

Chef Roveer
Chef Roveer is the easiest of the three to save. He’s justdownstairs in the Elfsong Tavern kitchen.you’re able to speak with him, but he won’t take you seriously at first.
To convince him to take precautions, you’ll need to somehowget rid of all the rats in the basement.Use theladder nearbyto reach the basement.

All the rats only have 1HP. The best strategy to deal with them is tosend in one cleric withSpirit Guardiansactivatedand stand there while they kill themselves.
Alternatively, you canset the wine in the basement on fire(once on the left and then again on the right), torching most of the rats simultaneously.

When the rats are defeated, return to Chef Roveerto tell him the job is done. He’ll take your warning seriously now, and you’ll get some gold as a reward for your efforts.
Cora Highberry
From Elfsong Tavern, travel westuntil you see abuilding ahead and slightly left covered in colorful hanging flags. There will be a large crowd outside at the tables.
One of the people at the tables isCora HIghberry, a white-haired halfling woman. She is drinking in the company of a red-clad dwarf (as Father Lorgan and Brilgor described if you used Speak with Dead on them).

Before speaking with Cora, we highly recommend having a spellcaster withCounterspellin your party.
Speak with Cora Highberry. You must succeed a Medicine check to determine what she’s drinking is actually a paralytic poison. You get advantage on the check if you found the poison bottle in Duke Stelmane’s room.

To start combat and save Cora, tell Cora Highberry:
“That wine is poisonous, Cora. This man is trying to kill you.”

On the first turn of combat, the nearby patrons will turn into multiple visages of “Dolor.” However, the real one is distinguishable by his much higher health pool.
He’ll try usingDimension Doorto take Cora and escape on turn one (and then again any other round to escape by himself). You canprevent this on Turn One by usingCounterspell.

Upon our testing, we have noticed that Counterspell only seems to work on the first turn. It is uncertain if this is a bug or intentional.
If he gets away, you’ll need to save Figaro from him.
His nearby allies willuse Karabasan’s Giftto paralyse your forces. Do your best toignore it and focus on defeating the real Dolorbefore he can escape on Turn Two.
When the real Dolor is dead, you can then work on his Doppelganger friends.
Loot Dolor’s bodywhen you’re finished. He’ll have a note containing information about your next destination, the secret passphrase, and a bag of hands that will be an important key.
Franc Peartree
Although he’s already dead, you might want to visit Franc for somemore evidence, a cache of weapons, and another piece ofDribbles the Clown.
You can find him by headingdown the stairs to the left of the Wine Festivaland looking left at the bottom.Break the boardsblocking entry to his house and find his corpse on the other side.
A key to the hatch under the Traveler’s Chestcan be foundinside the bookshelfin the far left corner. As you’re walking, you might also pass a passive Perception to find someloose floorboards and a chest keyunder them.
Take both keys andenter the hatch belowthe chest after you’re done looting the room.
Dribbles’s arm can be found on the man in front of you and directly ahead. A few weapons can also be found in this room.
When you’re ready, leave the roomand, instead of taking the ladder back up,look rightto see a metal door.Enter.There are several weapons and a wooden chest in here. You cantake a book from the desk,as well, to prove Gortash’s illegal weapons trading.
Many of the weapons in here are magically enchanted. They’ll fetch a good price. However, the true prize is in themetal safe on the wall beside the metal door.Unlock it for a nice enchanted sword and some random riches.
Figaro “Facemaker” Pennygood
Across from the Baldur’s Gate Waypointandnear the Upper City main entrance, enter theFacemaker’s Boutique. Go past the main lobby through the door on the left and look for anidling NPC named Figaro.
Speak with himand tell him about the list his name is on.
Should yousucceed in defeating Dolorat the Wine Festival, this interactionshould be calmand without the chaos of a fight within the boutique.
However,if you failed to stop Dolorfrom fleeing from the Wine Festival, Dolor can befound a second time holding a knife to Figaro’s throat. Devella will also be present and paralysed on the floor.Interrupt himbefore he can kill Figaro.
There are also two other targets that can be warned of their impending death. They are minor quests with small or no reward.
During this fight, Dolor will typicallybegin by striking Devellawith a powerful sneak attack, drinking a Haste potion, andDashing to your group. His Doppelganger friends haveArrows of Darkness to blind your party.
There’sno particular strategyto this fight other than whatever works best for your party in mob combat. TheSteel Watch outside the door will also race in to help, providing some handy backup.
When Figaro is safe, you’ll be able to purchase some of his fine vestments and, if Devella is there, speak with Devellaabout the topic.
We recommend looking through Figaro’s stash to spice up your #FashionRolls game. He has some of the best leisure clothes for sale in the game.
Candulhallow, The Murder Tribunal, And Saving Valeria
To continue the quest, you’ll need to enter Candulhallow. It’s abuilding behind the Elfsong Tavernat thecorner of the street. You’ll have tolockpick a locked door on the left side.
Once inside, venture through multiple doors to the end of the house, where you can loot a chest. Turn around to apainting on the wall. Take it off,and it will reveala button you can pressbehind it.
After pressing the button, adoor behind youwill be revealed. Interact with the door andstate: “Sicarius.”
Entering the Murder Tribunal area, ignore the sign for “Flaming Fist Ahead” and insteadturn right to a door on the right down the hall. Here, three knights will be guarding the area.
Speak with them first andoffer to give them the handsyou found on Dolor.
From here,if you plan on fighting the Murder Tribunaland have no plans to become a murder-assassin for Bhaal, wehighly recommend fighting these enemies in this room.Otherwise, they will join the fight in the next room, making it infinitely harder.
Focus first on “He Who Guards,“taking him out as soon as possible. HIs danger lies in the ability to cast “Compel Duel.” The other two can be taken out in any order when he’s gone and have the ability to use Riposte and Staggering Strike.
As you enter the next room, you canspeak with the Murder Tribunal.State whatever you like. You’ll havetwo main choices:
Be warned that if you accept Bhaal,Jaheira and Minsc will leave your party permanently.
This is a difficult fight, and we highly recommend beinga minimum of Level 10before attempting it - especially if you want to fight both him and the guards at the door simultaneously. Additionally, we highly recommendensuring your spell slots are filled.
Sarevok is alevel 16 boss enemywith:
We recommendkilling him last, focusing instead on his meddlesome companions who can cast Sanctuary.
UsingHold PersonorHold Monsteris a great strategyfor this fight if you have the means of casting it.Keeping Sarevok stillwhile your tanks stay in his face (especially if they have Sentinel) and your ranged support fires from either the balcony on the right or the stairs will be a clear path to success.
After killing Sarevok, you cantake his keyandenter the room to the right of the throneafter inserting his key in the keyhole. Inside, Investigator Valeria is chained up.
Lockpick Valeria’s chainsto free the investigator.Speak with themone last time to get some key information about Orin and the location of the Temple of Bhaal. With theAmulet of Bhaaltaken from Sarevok, you’ll be able to take the fight to her.
